A Health Benefit Exchange is a key provision of the Affordable Care Act that creates a new marketplace for each state to offer health benefits to individuals, families and small businesses. Washington State has chosen to implement a state-based exchange model called the Washington HealthPlanFinder.

Whatcom Alliance for Health Advancement (WAHA)
WAHA is the lead organization for five counties (San Juan, Island, Skagit, Snohomish, and Whatcom County) to provide in-person assistance for Washington HealthPlanFinder. WAHA trains the In-Person Assisters for the Washington Healthplanfinder, and maintains a list of organizations that can give you one-on-one help. Go to their website for the most current list.
